The cluster setup of the database on Windows environments is supported only for the MS SQL Server, not for MySQL.

A couple of regulars may even disagree and suggest that you can run, and they are running, a decent user count in 8GB. Additionally, you will need to create an empty database that will be used by ESET PROTECT. Your experience of the improvement between 8 & 16GB RAM is in line with expectations, many would suggest that, in fact, 8 is barely enough to get SBS11 off the launchpad.
